An anti-static gun for records — the Milty Zerostat is the best-known example — works by ionising the air around the trigger when you squeeze and release it, and that ionised air neutralises the charge sitting on the vinyl and the sleeve without any physical contact. Fired once or twice at the record surface before you drop the needle, it removes the charge that a brush might miss, particularly on a record that's just come out of a paper sleeve and is already crackling before it's even played.

An anti-static turntable mat works differently: it's not discharging anything, it's reducing the amount of new friction-based charge generated while the record is actually spinning against the platter.
